Avast setup error 0xC0070643: installation fails and rolls back every time

0xC0070643 is a Win32-facility value whose low word, 0x643, is 1603 – ERROR_INSTALL_FAILURE, published as “A fatal error occurred during installation”. Setup got far enough to start making changes, hit something it could not do, and rolled back. On a machine that has had another security product, leftover drivers are the usual something.

Run this in an elevated Command Prompt to see which filter drivers are loaded

  1. Open Windows Security, then Settings, then Manage providers, and read what Windows currently recognises as protecting the machine.
  2. Read the fltmc filters output for entries belonging to a product you thought was removed. That is the evidence.
  3. Remove any previous security product with that vendor’s own removal tool rather than through Installed apps alone. Avast publishes avastclear.exe; AVG publishes AVG Clear.
  4. Restart, and restart again if the removal tool asks for it, then re-run fltmc filters to confirm the entry is gone.
  5. Run the Avast offline installer from an elevated prompt, then apply your subscription.

Between removing the old product and finishing the new install this machine is in transition. Do it in one sitting, stay off the web, and confirm Microsoft Defender is active in between.

Why it happens

1603 is Windows Installer’s way of saying a fatal error occurred and it has nothing more specific to offer. It is what you get when a custom action failed, a file could not be written, a service could not be created, or a driver could not be loaded. The rest of 0xC0070643 is a severity and facility prefix – facility 7 is Win32 – so the meaningful part is the 0x643 at the end, which is 1603 in decimal.

Security software fails here more often than other software because of where it installs. Kernel-mode filter drivers sit in defined positions in the file system and network stacks, those positions are limited, and the drivers are protected against removal. A previous product taken out through Installed apps frequently leaves its drivers registered and loaded, and the new product’s driver installation is the custom action that then fails.

The other two codes in this family are much better news, because they are specific. 1622 is ERROR_INSTALL_LOG_FAILURE: there was an error opening the installation log file, and Microsoft’s published text goes on to tell you to verify that the specified log file location exists and is writable. That is a path and permissions problem, not a conflict. 1625 is ERROR_INSTALL_PACKAGE_REJECTED: this installation is forbidden by system policy – which on a managed machine means exactly what it says.

So the first thing to establish is which of the three you actually have. A generic 1603 wrapped in 0xC0070643 needs the driver and leftovers investigation below. A 1622 needs a writeable path. A 1625 needs whoever manages the machine, and is not something to work around on hardware you do not own.

A rival product’s drivers are still loaded

You have this one if fltmc filters shows an entry belonging to a product you thought was gone, or Windows Security lists a provider that should not be there.

  1. Identify the product and download its vendor’s own removal tool.
  2. Run it. Avast documents running avastclear.exe as administrator and letting it restart the PC into Safe Mode.
  3. Restart and re-run fltmc filters to confirm the entry has gone.
  4. Only then run the Avast installer.

Removing security software through Installed apps is frequently not enough, which is why vendors publish removal tools at all.

An installer policy is forbidding the install

You have this one if The 1625 code, usually on a domain-joined or centrally managed machine, and the refusal is instant and clean.

  1. Read the published text: this installation is forbidden by system policy, contact your system administrator.
  2. Check whether Windows Installer is restricted by policy, or an application control policy is blocking unsigned or unapproved installers.
  3. Ask whoever manages the machine to approve the installer, or to deploy the product through the management tool.
  4. Do not attempt to bypass an application control policy on a machine you do not own.

The installer cannot write its log or its temporary files

You have this one if The 1622 code, or an install that fails almost immediately with nothing useful on screen.

  1. Confirm free space on the system volume. Installers need working room well beyond the size of the package.
  2. Confirm the temporary folder exists and is writeable by the account running setup.
  3. Run the installer from an elevated prompt as a local administrator.
  4. Run it with logging to a path you know is writeable, so you can read the real failure rather than the wrapper.

A previous Avast or AVG install is partly present

You have this one if The machine has had Avast or AVG before and folders or services from it remain.

  1. Run Avast’s own removal tool, accepting the Safe Mode restart it offers.
  2. If AVG has also been on the machine, run AVG Clear as well, restarting between them.
  3. Confirm the vendor folders under Program Files and ProgramData are gone.
  4. Reinstall from the full offline installer.

Windows itself is damaged underneath

You have this one if Other installations fail as well, and Windows Update reports component errors.

  1. Run sfc /scannow from an elevated prompt.
  2. Run dism /online /cleanup-image /restorehealth, which repairs the component store the first command depends on.
  3. Install any pending Windows updates and restart.
  4. Retry the Avast installation.

Removing a previous product properly

  1. Identify what was there. Windows Security’s provider list and fltmc filters between them usually name it even after the entry in Installed apps has gone.
  2. Download that vendor’s own removal tool from that vendor’s own site.
  3. Run it as administrator. Avast’s documented procedure for avastclear.exe is to run it elevated, accept the Safe Mode restart, choose the folder and product, uninstall, and restart.
  4. Restart into normal Windows and confirm with fltmc filters and services.msc that nothing remains.
  5. Only then install the product you intend to keep, from a full offline installer rather than a web stub.

Reading the real failure instead of the wrapper

1603 is a wrapper by definition, so the useful move is to make the installer tell you what it actually failed at. Run it with verbose logging to a path you know is writeable, open the log, and search for “Return value 3”. That marks the action that failed, and the twenty or so lines above it usually name the file, service or driver involved in plain text.

If the log cannot be created at all, you have your answer already: that is 1622, and the problem is the path or its permissions rather than the package. Point the log somewhere under your own temporary folder and try again.

What is protecting the machine in between

  • Microsoft documents that Defender goes into Disabled mode automatically when a third-party antivirus registers on Windows 10 and 11.
  • Where it was disabled automatically, it can be re-enabled automatically if that product expires, is uninstalled, or otherwise stops providing real-time protection.
  • So removing the old product normally hands protection back to Defender without anyone doing anything.
  • Confirm it in Windows Security, then Virus and threat protection, rather than assuming, and do it before you browse.
  • Do the removal and the installation in one sitting so the window is minutes rather than days.

When a licence is the actual fix

Most of the time this is a cleanup job and nothing needs buying. The exception is the estate running two or three different security products because nobody ever decided which one to keep, which is the situation that produces this error again and again, and there the fix is a decision rather than a command. If the decision is Avast, Avast Premium Security is the tier covering the protection layers beyond the free antivirus, and it is sold by device count so it can be sized to what you actually run. We can supply it. If your existing product is fine and only the leftovers are the problem, remove the leftovers and keep what you have; there is no need to change vendor to clear this error.

Do I need to buy Avast to fix this?

No. This is an install failure and it happens on free installations just as readily. A valid subscription stays valid through a reinstall. A licence only enters the picture if you decide to standardise on a paid product across several machines.

Is 1603 the same as 0xC0070643?

Effectively. The facility in that value is Win32 and its low word, 0x643, is 1603 in decimal – ERROR_INSTALL_FAILURE, a fatal error during installation. The composite form is not published by Avast, but the part that carries the meaning is documented by Microsoft.

Can I keep my old antivirus and add Avast?

No. Two real-time engines competing for the same driver positions is exactly what produces this error, and even when both install the result is slower and less reliable than either alone. Pick one.

Is it safe to remove all antivirus before installing?

For the few minutes it takes, with Defender active and no browsing, yes. Microsoft documents that Defender re-enables itself when the third-party product stops providing real-time protection; confirm it has before you start and again once the old product is gone.

The install is refused instantly with 1625. What now?

That is ERROR_INSTALL_PACKAGE_REJECTED – forbidden by system policy. On a managed machine that is deliberate. Ask whoever administers it to approve the installer or deploy the product properly, and do not try to bypass an application control policy on hardware you do not own.
